Licensee of record in the age of AI

Cities are explicit that the human on the permit stays the human on the permit. AI tools have to be built around that line.

Most cities that license short-stay rentals — Lisbon, Barcelona, New York, Tokyo, Lyon, a growing list — have a single non-negotiable: the licensee of record is a human, and the human remains the named operator even when software runs the inbox, the calendar, and the price.

What this changes for tooling

AI cannot sign a registration. AI cannot be the named emergency contact for a 3 a.m. complaint. AI cannot consent to a cap-rule change on the operator’s behalf.
